Costa Rica is one of the most foreigner-friendly real estate markets in Latin America. Here is how the process works.
Foreigners can own titled property in Costa Rica with the same rights as citizens - just a valid passport is needed. No visa or residency status is required, with one exception: the first 200 meters from the high tide line (Maritime Zone), where concessions require at least 5 years of legal residency.
Once you find your property, you sign a purchase agreement (Offer to Purchase) outlining price, terms and timeline, usually with an earnest money deposit held in escrow.
Your attorney/notary verifies the property's title, boundaries, liens, taxes and permits at the National Registry before closing.
In Costa Rica, every property transfer must be handled by a notary who is also a licensed attorney. They draft the public transfer deed (escritura pública) and confirm all taxes and municipal fees are paid.
After signing and full payment, the notary registers the deed with the National Registry. The process typically takes about 15 days, after which you are the official owner on public record.
